The beginning of Akshaya project was quite interesting and accidental. It was the only project of such kind initiated by a local self government. District Panchayath Malappuram provided an amount of Rs.60 lakh during
the plan year 2002-2003 to undertake a programme of total computer literacy in the district and approached Kerala State IT Mission seeking help for implementing the project. IT Mission formulated a policy,
satisfying the requirements of a computer literacy programme.
